
A network on which anyone can set up a node and exchange bits with
anyone else on the network is necessary but not sufficient to establish competition,to produce innovative new services, to promote the free flow of information to societies in which the local media is censored, or to make the most efficient use of network resources.
As the next chapter explains, the endpoints have at least as much of a role to play. Focusing on the generativity of a system without confining that system to a particular technical locus can help us evaluate what values the system embodies and what it truly affords.
